Make 4.3 permission denies docker commands

Good afternoon! My name is Sandy and I found a breaking issue that
currently prevents me from working with Make 4.3 and forced to downgrade
to Make 4.2. The problem I found was the docker building. If I have a
command

```
docker build ...
```

Make 4.3 gives me the following issue:

```
mib:master > make build
go build -v
docker --config ./.docker  build -t myimage:latest .
make: docker: Permission denied
make: *** [Makefile:73: buildlocal] Error 127
----
GNU Make 4.3
Built for x86_64-pc-linux-gnu
Copyright (C) 1988-2020 Free Software Foundation, Inc.

I would suspect that new Make 4.3 runs the command as the other user or
with a different context? My user has the permissions to run docker. After downgrading
back to Make 4.2, the problem disappears.

The "Error 127" part is redolent of:

https://savannah.gnu.org/bugs/?57022 (Error 127 executing a script with no #!)

But this report's "Permission denied" has no equivalent there.  Still, the strace -f from there suggests an experiment that it would be helpful for Sandy to run here and, like there, it would be useful to know whether make-4.3 was configured on the same system as it was run on and what sort of system it was running on, specifically what version of glibc.
